[arch-dev-public] no more untiered mirrors

Today the rsync access on rsync.archlinux.org was disabled
for all mirrors that have not moved to 2-tier scheme.
There have been way too much time for any mirror to switch to tiered scheme,
I wrote a personal email to every admin who has a known email address,
but still more than half of all mirrors either sync directly
from archlinux.org or from unknown upstream.
Those who are not tier2 either don't have a known contact address, or
do not respond.
So it is completely reasonable to shut down access for such mirrors.
pacman-mirrorlist needs to be updated to reflect the change,
however I don't know how to better automate this. Possibilities:
* mark all untiered mirrors as inactive
(this will mess with other "really inactive" mirrors,
but those "really inactive" could be removed completely IMO)
* change generation of pacman-mirrorlist to skip Untiered db records
