[arch-projects] [mkinitcpio] Use SOURCE_DATE_EPOCH for reproducible builds

FAO anyone that is interested in reproducible builds, I have submitted a
PR to the GitHub repo that allows for the creation of reproducible
initramfs images when the SOURCE_DATE_EPOCH variable is set.

This is part of some ongoing work I'm doing on the archiso project to
produce reproducible ISO builds.
