I also don't see any real sense for that, vfat is most commonly used
for small mediums that need to be read by a large number of different
machines and operating systems. So having a working installation is the
prerequisite when a USB-Stick, SDCards or something similar has to be
formatted. After all it still can be mounted and read without the
package installed.
