This applies to all the software, it has nothing to do with Valve or
Steam. They're just repeating the existing law to cover themselves,
it's not an added clause in the license. Some sites like SourceForge
block all users from those countries in order to comply with US law.
If you think the US-based Arch servers/mirrors should be doing this,
you should bring it up in a separate topic.
