Request #19237 has been accepted by eschwartz [1]:

Deleting package because users MUST NOT DO THIS.

Creating a package called "-latest" with the description "Promptly
updated to the latest version." is the kind of creation of duplicate
package which, if the creator continues to do in defiance of the
submission guidelines, will lead to their account getting suspended.

This is what orphan requests exist for.
